<p>PACE loans, otherwise known as Property Assessed Clean Energy Bonds, are quick personal loans provided by cities to homeowners. Intended to finance energy-efficiency upgrades and retrofits, these PACE loans are paid off as a part of the property taxes on a house. Fannie Mae and Freddie Mac, along with the Federal Housing Finance Agency, though, have muscled these loans out of the market.</p>
<h2>How PACE loans work</h2>
<p>PACE loans, which have been used everywhere from San Fransisco to New York City, are &#8220;bond-backed loans.&#8221; Basically, the a homeowner gets finance loans for energy improvements from the city. The city then turns around and sells these loans as bonds. When time comes for the homeowner to pay off these loans, the money is simply added to the taxes for the house. The energy improvements, such as solar panels or extra insulation, stay with the house &#8212; and so do the payments. These loans are a way for cities to help their residents finance <a title="personal installment loans" href="https://personalmoneynetwork.com">personal installment loans</a> that move each city towards energy independence. The federal stimulus package helps provide the money to get these programs going.</p>
<h3>The problem with PACE loans</h3>
<p>If PACE loans are a way for cities and housing to improve and for the country to move toward energy independence, why are federal agencies such as the Housing Finance Agency against them? In short, because they might not get paid. If a mortgage enters default or foreclosure, the bank or mortgage holder can try to sell the house to make back its  money. However, liens such as property taxes have to be paid before the mortgage lender gets any money. Because PACE loans are paid as a part of property taxes, this means they get paid back before the mortgage lender if the mortgage goes into default.</p>
<h3>Will PACE Loans continue?</h3>
<p>No federal agency has yet taken action to shut down PACE loans, officially. However, many mortgage lenders are tightening standards for their mortgage installment loan programs in places where PACE is available. House Energy and Commerce Committee Chairman Henry Waxman and House Financial Services Committee Chairman Barney Frank have written a letter &#8220;urging officials to work together quickly to resolve the uncertainty surrounding PACE programs.&#8221; No word yet on what the end result of this letter, and this conflict, will be.</p>

<p>Houston, Texas, students thought they were seeing a joke, at first &#8211; but when a teacher beats a student, it&#8217;s no joke. The teacher beating a student was caught on tape with a student&#8217;s cell phone, and it has caused outrage as well as school district and police department investigations. <p>The so-called &#8220;teacher beating&#8221; caught on tape by a cell phone shows an incident where a teacher beats a student. In the video, the teacher beating shows a young adolescent being backed into a corner, then hit, slapped and kicked by an adult woman. The teacher is allegedly Sherri Davis, a science teacher at a Houston charter school. The entire teacher beating caught on tape started, apparently, because the 13-year old boy had teased another student. While students in the classroom admit that Isaiah Johnson was misbehaving, there is no justification for a teacher beating up a student.</p>

<h3>Fallout when a teacher beats a student</h3>
<p>When the school first heard about the teacher beats student incident, Sherri Davis was placed on leave. Now teacher beating has been caught on video, she has been fired. Some students in the classroom at the time of the beating have told investigators that there were other teachers and school employees in the room, and they did not step in. Given the fact that teachers tend to be <a href="http://personalmoneystore.com/moneyblog/2010/05/03/teacher-appreciation-week-2010/">overworked and underpaid,</a> one might wonder why more teachers don&#8217;t &#8220;just snap.&#8221; Both the school and the Harris County Sheriff&#8217;s Department are looking into the allegations. It is possible that Sherri Davis will be charged with assault, among other things, for her treatment of Isaiah Johnson. The fine for assault, in Texas, can be as much as $10,000 &#8211; about 25% of the average teacher&#8217;s salary.</p>

However, attempts humanity makes to contact them could produce &#8220;catastrophic results.&#8221; Hawking, who is promoting a Discovery Channel series entitled &#8220;Into the Universe with Stephen Hawking,&#8221; finds the possibility of extraterrestrial life to be quite rational, but knowing their nature will prove to be quite a challenge. We have developed into a species that has frequently resorted to violent ends in order to perpetuate our continued growth. If Stephen Hawking&#8217;s concept of aliens is accurate, then extraterrestrial life could develop into a species equally driven to protect its best interests. &#8220;I imagine they might exist in massive ships, having used up all the resources from their home planet. Such advanced aliens would perhaps become nomads, looking to conquer and colonize whatever planets they can reach,&#8221; says Hawking.</p>
<h3>We are not alone: contacting alien life</h3>
<p>Humanity has made serious scientific attempts to connect with extraterrestrial life since the 1970s, according to <strong>Red Orbit</strong>. Such U.S. space missions as Pioneer 10 and Pioneer 11 were intended in part to be of the space &#8220;time capsule&#8221; variety, and the later Voyager missions actually brought sound and image recordings into the great beyond. In 2008, the Beatles&#8217; &#8220;Across the Universe&#8221; was broadcast toward Polaris. It will get there in 2439, reports <strong>Red Orbit</strong>. The closest thing in existence to a reliable earthquake prediction is the seismic activity detectors that allow researchers to immediately warn areas that are seeing <strong>increased seismic activity</strong>. However, as <a title="popular mechanics" href="http://www.popularmechanics.com/science/environment/4332779" rel="external nofollow">Popular Mechnics outlined</a>, true earthquake prediction is &#8220;still a long way off.&#8221;</p>
<h3>The 8.4 earthquake prediction may eventually come true</h3>
<p>The fact that an 8.4 earthquake in California has not been predicted does not mean that the big earthquake is not coming. California is a well-known earthquake zone. In 2008, the Working Group on California Earthquake Probabilities predicted that a 6.7 or larger magnitude earthquake has a 67 percent <strong>likelihood of happening</strong>. In other words, an 8.4 earthquake prediction is generally true &#8211; it may very well happen. An accurate earthquake prediction is just not possible, though.</p>
<h3>Preparing for an 8.4 earthquake in California</h3>
<p>Any resident of an earthquake-prone area should always be prepared for a large earthquake, just as everyone should be prepared for a large disaster. <p>Sure, the Nintendo DS gaming system is five years old, but it remains one of the most popular hand-held gaming systems in the world, with Japan announcing it will be giving elementary students Nintendo DS systems to use in the classroom. If the original Nintendo DS or Nintendo DSi is not quite enough for you, though, Nintendo will be releasing the DSi XL in the next few days and has announced the Nintendo 3DS &#8212; a 3D Nintendo DS to be released in Japan next year and around the world later. <h2>The Nintendo DSi XL</h2>
<p>On March 28, Nintendo will be releasing its DSi XL in the United States. Intended to build upon the DS and DSi&#8217;s success as more than simply a gaming platform, the DSi XL will include e-reader functions such as the &#8220;100 Classic Books&#8221; collection. The original Nintendo DS had a 3-inch screen, while the DSi has a 3.25-inch screen. The new Nintendo DSi XL will add almost a full inch to the screen, at 4.2 inches. <h3>Nintendo 3DS enters 3D gaming world</h3>
<p>Just days before the release of the Nintendo DSi XL, Nintendo has announced a 3DS platform. Built on the same chassis as the original Nintendo DS, the Nintendo 3DS will present a 3D viewing and gaming environment without the need for 3D glasses.The Nintendo press release says we can expect the Nintendo 3DS to hit the market &#8220;within the next 12 months.&#8221; Tech and gaming enthusiasts who want more information will most likely be treated to a full preview of the Nintendo 3DS at the 2010 Electronic Entertainment Expo in June.</p>
<h3>What technology will the Nintendo 3DS use?</h3>
<p>The biggest question about the Nintendo 3DS is what kind of 3-D technology it will use. Glasses-free 3D technology has been under development for years, but runs into several problems. There are screen overlays that do the work of 3d glasses, providing a slightly different viewing angle for each eye. However, if you move away from the single spot where those two images converge, the images split. This means that viewing the 3D effect from multiple angles, or in the mobile situations that the Nintendo DS is intended for could be difficult. One rumor is that Nintendo is developing a unique head-tracking software that will adjust the 3D effect to match the movements of the user&#8217;s eyes. Nintendo company, however, has kept the design, specific release date, and price quiet thus far.</p>
<h3>Will the 3DS be backwards compatible?</h3>
<p>If you already have and love your DS or DSi, the Nintendo DSi XL and Nintendo 3DS both promise to be backwards-compatible. <ul>
<li> The incidence of serious <strong>heart attacks</strong> increases by 6% to 10% during the first three workdays after the onset of daylight saving time;</li>
<li> <strong>Suicides</strong> among men are more likely in the first few weeks of daylight saving time than at any other time of year;</li>
<li> The number of <strong>traffic accidents</strong> spikes on the first Monday after daylight saving time beings;</li>
<li> Traders tend to produce “large <strong>negative returns</strong> on financial-market indices” during the first week of daylight saving time.</li>
</ul>
<h3>Extra reasons to get cash now</h3>
