This happens to me every year. Most of the payday loan related crimes I write about involve petty thieves pointing guns in people’s faces and taking off with a bunch of cash. Today, however, I came across a payday loan crime of a different type.

I don’t know if this guy was giving out fax payday loans or no fax payday loans or what, but he wasn’t giving out nearly as much as he told  his investors he was. Here’s the scoop.

From the Baltimore Business Journal:

Alvin Allister Ambrose, 37, formerly of Broadwater Road in Clarksville, was sentenced by Howard County Circuit Court Judge Timothy J. McCrone to eight years in prison, with all but six months suspended, and ordered to pay $602,790 to investors.

Ambrose was convicted on June 28 on charges stemming from his misuse of $5.04 million in funds invested by more than 180 investors to provide payday loans to clients of Ambrose’s cash-advance business with a promised high rate of return to investors, the Attorney General’s office said. The state’s investigation determined that, of that amount, Ambrose invested only $261,932 in payday loans, the Attorney General’s Office said.

Prison for payday loan fraud

Ambrose was charged with “fraudulent misappropriation by a fiduciary.” I wonder how long it will take him to pay back the $602,790? It’s odd to me that he was sentenced to eight years in prison but will really only go there for six months, but this type of thing happens all the time so I guess the justice system knows what it’s doing.

This just highlights the fact that there are a whole lot of scammers out there. Sometimes it doesn’t matter how well you research a person before letting them handle your money, but it never hurts to thoroughly check out a business, individual securities broker or anyone else who you’re allowing to invest your money.

Federal Trade Commission cracks down

Last month, the FTC once again announced it would strengthen its efforts to reduce fraud and scamming. The FTC web site says:

The Federal Trade Commission today announced a law enforcement crackdown on scammers trying to take advantage of the economic downturn to bilk vulnerable consumers through a variety of schemes, such as promising non-existent jobs; promoting overhyped get-rich-quick plans, bogus government grants, and phony debt-reduction services; or putting unauthorized charges on consumers’ credit or debit cards.

Phony debt reduction and unauthorized charges? Pretty scary stuff.

Debt consolidation scams

Often the debt consolidation scammers pretend that they’re a debt consolidator and tell you they’ll give you a loan which will pay off all of your debts, and then you can just pay back the loan.

However, what often happens is that the fake debt counselor will collect a big chunk of money as a down payment for the loan and then just disappear, leaving your debt fully intact.

Do your homework

I know I already said this, but make you you do careful research when selecting  a financial expert for any reasons. Scammers have also posed as fake mortgage modification companies.

Alvin Allister Ambrose isn’t the first person to lie about what he is doing with people’s money, and he won’t be the last.

The prize that will go to the next person who holds the winning numbers in the MegaMillions game of the New Jersey lottery continues to grow bigger. The $170 million prize that was up for grabs last night has now grown into a $207 million prize after no one came forward with the winning numbers.

It’s possible that the person with the winning numbers, 04-05-26-37-56-25, might still come forward, but likely the drawing for $207 million will be held Friday. That’s right: premature baby declared dead wakes up before funeral

Sure, Paraguay is a developing nation (not the poorest in South America, just the second poorest), but I’m sure its doctors have the ability to detect a heartbeat. If they need money, perhaps no fax payday loans and cash advances are in order.

Jose Alvarenga immediately brought his young son back to the hospital, where the child was inserted into an oxygen chamber. The child is now considered to be in stable condition.

“This is a very unusual case,” said Ernesto Weber, head of pediatric intensive care at the hospital/Play Doh factory. The doctor in charge of pronouncing the infant dead is believed not to have properly checked the child’s vital signs. That doctor is currently being investigated.

But what about the medics?

Aida Notario, another doctor at the hospital, claims that medics tried to revive the infant boy for an hour. “His pulse was so low that it was undetectable,” he said. According to medical records, the baby weighed only 1.1 pounds, which makes it the smallest known newborn baby on record.

There’s precedent for this kind of thing?

According to the London Daily Mail, there’s been precedent for this kind of thing, within their own readership area. In 2007, a baby boy in Leeds returned to life a half hour after his doctors had pronounced him dead. However, it wasn’t a newborn. This two-week-old child, Woody Lander, had suffered a heart attack. And Leeds General Infirmary could not revive him. This is a hospital in a highly developed industrialized nation.

My heart goes out to the parents

Eunice Kennedy Shriver is the sister of current Senator Edward M. Kennedy, late Senator Robert F. Kennedy and late President John F. Kennedy. In 1968, Eunice Kennedy Shriver founded the Special Olympics with husband Sargent Shriver and Ann McGlone Burke. In addition to the coin, Eunice Kennedy Shriver achieved a milestone on May 9, 2009. On that day, the Smithsonian National Portrait Gallery in Washington, D.C., unveiled a portrait of her with four Special Olympics participants. The painting was commissioned by David Lenz, and it is most significant as being the only portrait in the Smithsonian gallery that was not of a United States President of First Lady.

Mel Martinez, a first-term United States senator, will not seek re-election in 2010. In fact, he won’t even be coming back after the August 2009 recess. At this point, it is uncertain whether there is a candidate he will endorse to replace him.

“My priorities have always been my faith, my family and my country and at this stage in my life, and after nearly 12 years of public service in Florida and Washington, it’s time I return to Florida and my family,” Martinez said in a letter obtained by FOX News. “So today I’m announcing my decision to step down from public office, effective on a successor taking office to fill out the remainder of my term.”

He says it’s “for family”

And that may very well be a factor. Not surprisingly, the announcement drew fire from Democrats. Eric Schultz of the Democratic Senatorial Campaign Committee said that “Republicans seem to have a problem fulfilling their oaths of office. This is the largest number of retirements for one party in the Senate in the past 80 years. The country faces enormous challenges right now, and voters are watching who is up to the task.”

The departure of Mel Martinez isn’t exactly a surprise, as rumors about family issues had been around for a few months, says FOX News.

Who will take his place?

Florida Gov. Charlie Crist has told the Associated Press that he will not step in to fill the vacancy, but he definitely will be appointing at least an interim replacement. He won’t appoint himself because doing so would likely anger his voting constituency. Considering that Democrats already hold a super majority in the Senate, Republicans need all the help they can get. Losing another seat definitely matters, as would staying on the good side of Hispanics in the state. GOP Senate candidate and former Florida House Speaker Marco Rubio appears to be the man for the job, but nothing has been made official yet.

The stench of the Bush

Mel Martinez did not acknowledge that he’d have difficulty being re-elected in a state that Obama won in 2008. However, it is believed that his ties to former President George W. Bush (Mel Martinez was the U.S. Secretary of Housing and Urban Development) and attempts to push an immigration bill made him unpopular with fellow Republicans, reports FOX News.

I wish Mr. Martinez well in his future endeavors. Spending more time with family is something that more Americans should do, considering the fragility of family life anymore. First guitarist Brad Whitford had to sit out due to a head injury he sustained while getting out of his Ferrari. Then in February, guitarist Joe Perry suffered an infection from a previous knee surgery that required emergency surgery. Come March, Tyler had both foot surgery and a bout with pneumonia. In July, several shows had to be canceled because of a pulled leg muscle by Tyler and “non-invasive surgery” by bassist Tom Hamilton.

Can anyone say “snake bitten?” However, Aerosmith has triumphed over more a great deal more diversity than this over the years, and they’re still going strong. Tyler was able to get up under his own power and joke around, but he was airlifted via helicopter to Rapid City Regional Hospital as a precaution. Thankfully, he only suffered minor shoulder, neck and head injuries. Not long after the spill, Joe Perry informed the crowd about the airlift and that the show would have to come to an end.

Ask any investor what the last thing Wall Street needs is these days. SEC Chair Mary Schapiro has decreed that SEC staff “explore an approach that can be quickly implemented to eliminate the inequity that results from flash orders.” The majority of U.S. stock exchanges have said they would not object to curbing the flash trading practice.

“We salute the SEC for moving forward with this ban that will restore integrity to the markets. The agency is absolutely making the right call by stepping up and ending this unfair practice,” Sen. Charles Schumer said. “It is also important to make sure flash orders aren’t just the tip of an iceberg lurking in the dark reaches of the market.”

“The dark reaches?”

Yes, I did say that there’s more to this than just giving some investors an unfair advantage with flash trading. Joe Weisenthal of BusinessInsider.com writes that

Of course, there are a lot of folks who rail against financial innovation and they have what seems like a good reason: it can cause epic blowups. We’re still not convinced that this last crisis was actually caused by innovations, but it’s an acceptable argument, and in the world of HFT (high-frequency trading), we could imagine, possibly, some computer going buck wild and screwing up the whole market, creating some crash-making feedback loop.

That would be a bad. Very bad.

Here’s hoping that the SEC gets this off the boards quickly. If flash trading and other HFT elements present the risk Weisenthal suggests, America hasn’t got time for the pain. Not anymore. Clearly, the amount of time and money that would be involved in making the Cash For Clunkers bill program a success was underestimated. That has led to scores of conservative commentators saying that if they miss the cost estimate on something like Cash For Clunkers, just imagine was the Obama administration will do with health care reform.

An interesting blog post by Robert George on the NBC Bay Area Web site points out the above alternative view of the Cash For Clunkers goings on. What if the costs for universal health care are being underestimated? We know that Americans were quick to lap up the Cash For Clunkers deal. It won’t make Obama’s battle any easier

If Obamacare is going to make it as it needs to, Democrats are going to have to remain unified behind the notion that there will be areas to cut. There have to be, considering how many taxpayers we have. That money has to be going somewhere, and if we can cut out the pork projects, I’m sure there’s enough money to make universal healthcare a reality.

If you’ve seen Heath Ledger’s performance as the Joker in “The Dark Knight,” you know that the Joker’s platform was one of anarchy. He simply wanted to sit back and watch the world burn, as Alfred Pennyworth puts it. He’d sooner set fire to a mountain of money instead of distributing the wealth, simply because he can. Sheryl Stolberg and David Herszenhorn report for the New York Times that Obama and Democrats in Congress are entrenching themselves for a major offensive against the campaign of anti-health care reform misinformation. Clearly the machine is broken when it comes to the greatest number of people having adequate or affordable coverage in America, so change is necessary. Yet those who oppose Obama’s plans of late offer little to nothing in the way of change. Or at best, they would suggest stopgap reforms to health insurance while laying off the necessary reform to the health care industry as a whole. Why? Inciting to riot, which is in fact a felony

Large health insurance industry trade groups like America’s Health Insurance Plans are calling for sheeple to “confront Democrats at public meetings,” for the sheer purpose of distraction. No healthy debate, just sent people in to make noise and cause a ruckus. I’d hitch my star to such idiocy any day! Seriously, no.

America needs civil conversation. But that conversation needs to be based on fact rather than innuendo. Republicans are mobilizing, attempting to argue that quality of care will go down while costs will skyrocket. Republican Representative Mike Pence of Indiana claims that Obama’s proposed coverage will include “more than $800 billion in new tax hikes” and offer up “harmful cuts” to Medicare. That’s a big one that health insurance industry Republican cronies are using to scare the aging baby boomers. Yet how do those claims gel with the Health Insurance Consumer Protections the White House is promising? They don’t. Somebody’s lying to you here with trumped up statistics.

There are polls somewhere that indicate that the American public is “growing uneasy” with the debate over reforming health care. A recent New York Times/CBS News survey indicates that Obama still has support, but it is waning somewhat. No doubt the Republican scare campaigns and Obama Joker posters have something to do with that. But let’s consider the discussion in the video below.

Republicans who site statistics that supposedly prove that Obama’s plan will backfire appear to cite the same source each time for their information: the Lewin Group. This is supposedly an independent think tank, but the truth is that the Lewin Group is in fact funded by UnitedHealth Group – one of America’s largest health insurers. Talk about maintaining the status quo! Here’s a tidbit about UnitedHealth Group, courtesy of the Washington Post. It has to do with data used to determine how much (or in this case how little) consumers are reimbursed for out-of-network care:

And I mean that in the most sickeningly hyper-capitalist way possible. Massive profit, minimal payout – the way of America’s health insurers – was never good enough for America. Sometimes, you just need a holiday. A time to get away. For people struggling to make their budget stretch, that could mean short term loans and no fax payday loans. For college students, that can mean blowing off steam after a tough semester. Since 2002 at UCLA, there has been a tradition the last week of a semester that students participate in what has been called the “Undie Run.” As the name indicates, there’s running involved, but mostly it’s an excuse to wear only your underwear in public amidst a sea of like-minded compatriots.

But a no-fun college administration has stepped in and thrown a wet blanket over the proceedings. The UCLA Undie Run has been canceled due to “safety concerns.” Young men and women will have to put their T-shirts back on. Oh wait… the wet blanket is soaking through the T-shirts. The young ladies are drenched! Houston, we have a problem…

They did it all for the nooky

The UCLA Daily Bruin reports that the final-week tradition has been “canceled following campus administrators’ safety concerns,” as well as security issues. Apparently it gets a bit too far out of hand. Either that, or the administrators are too self-conscious to join in the fun and want to suppress it all.

Representatives from student government have relayed the administration’s desire to see an event like UCLA Undie Run become “more regulated and more official,” which is code for “they make too much nooky.” Yet UCLA student government was surprised by the outright ban, as they had been working with administrators to bring the event in line with their requirements.

Accidents and vandalism

Nobody likes accidents, particularly when all that’s between them and the world are lo-rise briefs, or a bra and thong. If they’re running in areas where there are motorists, I wouldn’t find it surprising if there were rubbernecking collisions. UCLA is traditionally ranked among the most attractive student bodies in the nation, male and female. However, when it comes to vandalism, clearly two things need to happen. No booze on the run, and you can’t participate if you’re already drunk. Furthermore, you can bring no objects with you on the run, other than the prerequisite clothing.

And to avoid that other kind of accident, try contraception. Better yet, keep personal stuff behind closed doors like polite young college students. It isn’t anybody else’s business, so don’t put on a show for them.

He spoke, then he ran away until the fall

Conveniently, UCLA Associate Vice Chancellor and Dean of Students Robert Naples made his statement on the affair, then disappeared so he wouldn’t have to face the heat from the student body: “While we regret having to call off the run in the future, we must ensure the safety of our students and the community and also look after UCLA’s relationships with our neighbors.”

Apparently, Undie Run has become increasingly more expensive each year due to damages. Police and fire staff monitor the even to help ensure safety, but having them around is another big cost. Another big issue has been a large number of non-student area participants, which creates other potential legal issues.

Fighting to keep tradition from falling to the floor

UCLA student government hopes they can work out a compromise with the administration for future quarters. Preserving the tradition of the UCLA Undie Run is definitely something they want, because it’s something countless students look forward to.

“The bottom line is that many many UCLA students love this event,” said a student government official. “It’s becoming part of our culture, part of our school spirit. It’s something students want, and as an elected official, I’m going to fight.”

Keep your pants on, UCLA students

This quarter’s UCLA Undie Run may be gone, but it may return in some form. Have faith in your elected officials and let them know where you stand on the issue. Letting off some steam is fine in a safe environment. Plus, in the California heat, it helps to be able to dress light once in a while.
