In the quest for ultra-straight hair, the Brazilian Blowout has marketed itself as a safe option. Rather than a deep chemical relaxer, Brazilian Blowout claims to “bond to the amino acids on the surface of the hair.” Recent reports, though, say that Brazilian Blowout could be anything but safe. The Oregon Health and Science University issued a public health alert, warning that Brazilian Blowout contains formaldehyde at levels up to 1060 percent above safe levels.

About the Brazilian Blowout

Brazilian Blowout is the brand name of a wide line of products. In a salon, however, Brazilian Blowout is a non-permanent hair-straightening product. Brazilian Blowout treatments are popular because they are an alternative to chemical relaxers, and they still straighten hair. The Brazilian Blowout cost can range from $150 to $600 per treatment. The Brazilian Blowout company claims that because they did not send samples to the OCROET, the tests are not valid. Formaldehyde-free products are available in Europe, but in the United States, regulations are not as stringent. The Safe Cosmetics Act of 2010, H.R.5786 would regulate the industry, but it has not yet passed.

Consumer confidence and the stock market took markedly different paths Tuesday. The Consumer Confidence Index, fueled by a brightening employment outlook, rose to a level that exceeded expectations. The stock market, on the other hand, dived below 10,000 Thursday afternoon as investors cowered in fear of the European debt crisis and escalating hostilities between North and South Korea.

The Consumer Confidence Index report from the Conference Board, a research group based in New York, said its Consumer Confidence Index rose to 63.3, up from a revised 57.7 reading in April. Economists surveyed by Thomson Reuters had expected 59. The Associated Press reports that the Conference Board Consumer Confidence Index survey — based on a random survey of consumers from 5,000 households between May 1 and May 18 — includes volatile days in the stock market like the May 6 Flash Crash and European debt crisis, but it was completed before the Korean crisis and a 376-point dive on May 20, the stock market’s worst one-day drop in more than a year.

Stock market ignores consumer confidence

Last month, employers added  the most jobs since March 2006, and economists expect payrolls to increase by 500,000 jobs this month, which would be the most since September 1997.

The consumer confidence index and the stock market appear to be on different planets. MarketWatch said that with banks withholding credit and U.S. consumers not spending, it was the $800 billion government stimulus package that jump-started a return to growth in gross domestic production, jobs and more recently consumer confidence. On the stock market planet, investors, after seeing stocks plunge more than 50 percent twice in the past 10 years, are looking for other ways to make easy money.

The 19th of April is observed in a few states as Patriots Day, as a commemoration of the Lexington and Concorde battles in the American Revolutionary War.  It’s observed on the third Monday of every April, so Patriots Day 2010 is today. It is celebrated in Massachusetts, Maine and in Wisconsin as an observance in public schools. Recent polls have indicated that he is virtually even with Barack Obama for a 2012 Presidential run, according to USA Today.  Paul is popular with a great cross section of Independents, Republicans and even an occasional Democrat, espousing libertarian views that often clash with mainline Republicans.  He also gets more cash advances from voters than many other candidates.

We see that in the financial institutions, we see it in the military industrial complex, and now we see it in the medical industrial complex.”

Getting Right Popular

He came in second to Mitt Romney in the SRLC straw poll, and at the CPAC (Conservative Political Action Conference) Straw Poll took the number one spot for presidential candidate.  Tea Party concerns such as taxes, government intervention and Federal Reserve shenanigans are things he’s been railing against for years. Some have tipped Rep. Paul as the successor to Barry Goldwater.  It will be interesting to see if he’ll enter into the 2012 campaign.  Many hope that if he does, he’ll be successful.

With the health care bill dragging into its second year of debate, there is talk from house leader Nancy Pelosi that a “procedural action” called Deem and Pass may be used to move the health care bill through the House. Half vote and half procedural action, the Deem and Pass action – otherwise known as the “Slaughter rule” – has raised blood pressures on both sides of the aisle, but unless you are a career politician, deem and pass can get more confusing than no fax payday loans very quickly. So here’s the basic primer on deem and pass for all the non-politicians out there.

What is deem and pass?

The term “deem and pass” actually refers to a rule of procedure in Congress known as “self-executing.” A full description of the rules pertaining to the self-executing rule/deem and pass is available on the house web site here. In general, deem and pass can be used as a two-for-one procedure. The house Speaker can deem amendments or changes to have passed the House, and incorporate those changes in a bill to be taken up.

Originally, deem and pass was used to expedite one chamber accepting the amendments to a bill passed by the other house. Rather than individually voting on each amendment and then on the completed bill with the amendments, which could sometimes take days, the chamber could simply “deem and pass” the amendments to move the bill into reconciliation (where the House and Senate versions of a bill are reconciled with one another before being sent to the White House).

Is Deem and Pass constitutional?

Since the suggestion that deem and pass may be used to pass the House amendments to the Senate health care package, many opponents have questioned the constitutionality of the deem and pass procedure. In The American Spectator, Representative McCotter claimed this procedure would “violate constitutionally prescribed procedures”.

However, in 2007, the United States Court of Appeals in D.C. ruled on this exact question in Public Citizen v. US District Court. The ruling is a 64-part discussion of the constitutionality of deem and pass – and it is ruled constitutional. Nancy Pelosi had actually joined Public Citizen on that case, along with Louise Slaughter. So yes, deem challenge was determined to be constitutional just a few years ago – the same place it got the name “Slaughter rule.”

Has Deem and Pass been used in the past?

Yes, deem and pass has not only been found to be constitutional, but it has been used multiple times. Deem and pass was first used in 1933 to pass a budgetary amendment and bill. Between 2005 and 2006, the American Enterprise Institute reports that the “self executing rule” – otherwise known as deem and pass – was used at least 35 times. The procedure was used for everything from federal debt consolidation to sweeping rule changes.

How will Deem and Pass be used for the health care bill?

The arguments about deem and pass are now centered on Nancy Pelosi’s plan to use deem and pass to push the health care bill through the house. It has been reported by several sources that this is “an effort to push the bill through without voting on it.” This, however, is not true. As The Atlantic explains, deem and pass will instead combine an up-or-down vote on the procedural parts of the bill with passing the House amendments on the Senate health care bill.

Legislation passed last year on new credit card laws goes into effect today, and banks are none too happy about it. “JPMorgan Chase, the nation’s largest credit card issuer, warned it expected its credit card business to lose as much as $750 million this year as a result of the new legislation,” says CNN.

That’s quite the hit, but credit card users will benefit — if they remain credit card users. Reuters reports that the new credit card laws will squeeze credit, meaning less of it will be available.
