<p>Given the BP oil spill disaster, it is no surprise that oil-refining company Citgo is having problems getting financing. Originally, the company was looking to raise $1.5 billion by selling bonds. However, the business they are in combined with the fact the company is &#8220;exposed&#8221; to Venezuela made this sale a flop. Now, the company is turning to $2 billion in bank loans combined with just $300 million in bonds.</p>
<h2>Bond sale fail</h2>
<p>Citgo, which is the child company of Venezuelan PDVSA, has been running at a net operating loss for the first quarter of the year. In order to raise quick cash to run the company with, the company tried to sell $1.5 billion in bonds. Bonds are a group of individual little loans, where the company must repay the bond plus interest to investors. Citgos bonds were slated for 2017 maturity, meaning any investor who bought them would have to wait seven years to get paid back. Investors, though, were not interested.</p>
<h3>Bank loans to the rescue</h3>
<p>Because the pay day of bonds didn&#8217;t pan out, Citgo was forced to find other options for money loans. The company turned to banks and private money lenders, and it was able to raise $2 billion. That money is partially from new credit extended to the company, and partially from &#8220;extension of existing credit lines.&#8221; In other words, these lenders were willing to take on the risk of extending credit to Citgo. These lenders, however, have said that they are planning on turning these loans into bonds &#8212; in other words, spreading the risk out among many, many more investors.</p>
<h3>Citgo&#8217;s operating loss</h3>
<p>The operating loss that Citgo had over the last quarter is for many reasons. There is political instability in Venezuela, where Citgo&#8217;s parent company lives. Though Venezuela&#8217;s state-owned oil company does not do much offshore drilling, the<a title="BP Oil spill" href="http://personalmoneystore.com/moneyblog/2010/06/22/drilling-moratorium/"> BP oil spill</a> is generally affecting the oil and fuel market. This instability within the market is contributing to companies like Citgo being unable to get financing to continue operations.</p>

<p>Short term loans and similar money loans have been a thorn in the side of banks and credit unions who have sought to gain a foothold as direct lenders in the short term credit market. Payday lenders have addressed the consumer need for quick cash with aplomb, making successful entry into the market perhaps more difficult for traditional financial institutions. As a recent study by UC David Ph. D. Victor Stango entitled &#8220;Are Credit Unions Viable Providers of Short-Term Credit&#8221; suggests some of the reasons why credit unions (and by extension, even traditional big banks) aren&#8217;t mounting any serious completion for payday lenders.</p>
<h2>Short term loans just as expensive at credit unions – or even pricier</h2>
<p>Stango points out that there simply isn&#8217;t a preponderance of evidence proving that <a href="http://personalmoneystore.com/moneyblog/2010/06/02/short-term-loans-financial-reform/">short term loans</a> are a viable product for credit unions. To be competitive and hence profitable for a credit union, short term loans must be priced lower than that of payday lenders. In addition, requirements and terms must be attractive to consumers. Having low cost but being riddled with red tape won&#8217;t work, and if the price is too high, consumers will look elsewhere.</p>
<h3>Fees within fees at credit unions</h3>
<p>Of the 7,749 credit unions covered in Stango&#8217;s study, only six percent even attempted to offer short term loans to the public. That&#8217;s 479 credit unions. Of those, the initial short term loan APR was generally lower than those of most payday lenders surveyed, but not so much that it made a great deal of difference. However, many of the credit unions with lower loan APRs actually had additional loan origination fees that made the cost difference either negligible or tipped it in favor of the payday lenders.</p>
<h3>Why did only six percent of credit unions offer short term loans?</h3>
<p>The vast majority of credit unions contacted by Stango&#8217;s assistant actually refused to explain why they do not offer short term loans. The few who were willing to go on record claimed short term loans were either &#8220;too risky&#8221; (too many delinquencies), there was &#8220;insufficient demand&#8221; (which seems unlikely, considering the wide market for short term loans from payday lenders) or &#8220;interest rates are too high&#8221; (perhaps <em>creating</em> a lack of demand, at least for short term loans with traditional financial organizations).</p>
<h3>Federal credit unions are shackled by federal law</h3>
<p>Federal credit unions can charge a maximum of 18 percent APR on a loan, which means that for every $100 loans, that would be an interest charge of $1.50 per month. Even if every customer repaid their short term loans on time, that simply isn&#8217;t enough to make the product viable for credit unions. Some credit unions have proven able to get around that cap and raise the bar to 36 percent APR, but in almost every case, additional fees are necessary for them to even break even with short term loans, Stango discovered.</p>
<h3>Strict standards</h3>
<p>In addition to the problems of cost, most credit unions in Stango&#8217;s study require that borrowers be members of the credit union for at least 60 to 90 days. Also, if the customer has made any late payments on other loans or filed bankruptcy, they are generally found to be ineligible for short term loans before taking a payday loan. For all of the reasons stated here from Stango&#8217;s study, short term loans are simply not a viable product. Payday lenders can provide short term loans and other forms of money loans at somewhat lower cost and with much less administrative hassle.</p>

<p>Consumer credit increased in March 2010, the Federal Reserve reported Friday. The $1.95 billion increase in consumer borrowing surprised economists, who had expected consumer debt to continue a decline that resumed in February after a January spike in money loans. The unexpected March consumer credit statistics mark only the second time the Fed has reported a consumer confidence increase in 14 months. Some believe that consumer spending, making up 70 percent of the economy, is trending to a level that could help strengthen economic recovery.</p>
<h2>Consumer confidence on the upswing</h2>
<p>News of the March consumer credit increase comes hot on the heels of a Friday Labor Department jobs report announcing that<a title="PMS Money Blog" href="http://personalmoneystore.com/moneyblog/2010/05/07/unemployment-rate-2/"> 290,000 jobs were created in April.</a> The jobs increase was accompanied by an increase is the unemployment rate. However, the report said the improved economic outlook is motivating people who had quit looking for jobs during the recession to resume looking for work.</p>
<h3>Consumer debt figures a surprise</h3>
<p>The increase in consumer credit statistics surprised many economists. <a title="Bloomberg" href="http://www.businessweek.com/news/2010-05-07/consumer-credit-in-u-s-increased-2-billion-in-march-update2-.html" rel="external nofollow">Bloomberg reports</a> that a survey of 33 economists had forecast consumer debt in March would drop further from an $11.5 billion decrease reported in February. Projections ranged from a consumer debt decrease of $8.5 billion to an increase of $8 billion. Economists surveyed by <a title="Marketwatch.com" href="http://www.marketwatch.com/story/us-consumer-credit-up-in-march-2010-05-07?reflink=MW_news_stmp" rel="external nofollow">MarketWatch</a> expected consumer credit to decline by $4.5 billion in March. The March gain represents a 1 percent rise at an annual rate following a 3 percent drop in February and a 3.2 percent January increase.</p>
<h3>Federal Reserve consumer credit statistics</h3>
<p>Federal Reserve Consumer credit statistics show that non-revolving debt, including loans for cars and mobile homes, rose by $5.1 billion in March. Bloomberg reports that auto sales in the U.S. rose to the equivalent of 11.8 million annually in March &#8212; the strongest performance since August 2009, according to industry statistics. The pace had slowed to 11.21 million in February. Auto sales in March were boosted by Toyota incentives the company offered to make up for record recalls. Ford led U.S. automakers with a 40 percent sales increase. Sales at General Motors increased 21 percent.</p>
<p>Federal Reserve Consumer credit statistics for revolving debt, such as credit cards, fell by $3.2 billion in March. The central bank’s report doesn’t cover borrowing secured by real estate.</p>
<h3>Consumer borrowing will fuel recovery</h3>
<p>The low rate of personal savings in the United States has aroused a sense of alarm for years. But the Associated Press reports that in the wake of the great recession, economists now say that consumer debt needs to stabilize and grow to prevent derailing the modest recovery under way, although they expect that the rebound will be restrained by tighter credit conditions imposed by many banks.</p>

<p>Both Republican and Democratic leaders are speaking out strongly against the Republican census form that is turning out more like a Republican census scam. The fund-raising letter is disguised as an official &#8220;Republican census letter&#8221; that asks people to give the party money now. The Republican census scam is not new, but this year it may violate a law signed on April 7.</p>
<h2>Republican census form aims to deceive</h2>
<p>The Republican census form that has been mailed out is dated April 12. Given that the Republican census form uses phrases such as &#8220;Census tracking code,&#8221; &#8220;Census document registered to&#8221; and &#8220;OFFICIAL DOCUMENT, DO NOT DESTROY,&#8221; it looks very similar to official U.S. Census forms. Many are saying this is a Republican census scam. <a href="http://thinkprogress.org/2009/10/23/georgia-republicans-send-census/" rel="external nofollow">Think Progress.org</a> has posted a copy of the Republican census form, while Politico quoted a &#8220;Republican operative familiar with the program&#8221; as saying:</p>
<blockquote><p>&#8220;Of course, duping people is the point. &#8230; That&#8217;s one of the reasons why it works so well. &#8230;They will likely mail millions this year (with) incredible targeting.”</p></blockquote>
<h3>Republican census scam</h3>
<p>The Republican census letters have been sent out for decades. Ten years ago, senators requested that the Postmaster General investigate the Republican census &#8220;scam.&#8221; The result of that investigation was that because the Republican census letters did not use a seal or official &#8220;U.S. Census Bureau&#8221; name, they did not violate the law. However, the House passed a law that President Obama signed on April 7 that specifically banned mailers that were &#8220;designed to confuse recipients.&#8221; Many senators have asked John Potter, the Postmaster General, to investigate the mailers.</p>
<h3>Does the Republican census letter violate law?</h3>
<p>The specific law that was signed on April 7 requires many things of the Republican census letter. Any mailing with an envelope marked &#8220;Census&#8221; must clearly indicate both the sender and the return address. The Republican census letter must also include a disclaimer that it is not from or affiliated with the federal government. The official Republican census letters that are dated April 12 do not appear to include these elements in the request for money loans.</p>

<p>Ford stock is blowing up and the Ford earnings report released Tuesday shows its best quarterly performance in six years at $2.1 billion. The Ford Motor Co., the only Detroit automaker not bailed out of bankruptcy with money loans from the Federal government last year, has earned a profit for four consecutive quarters while its domestic rivals flounder. By slashing costs and increasing sales, Ford stock price and Ford earnings report numbers have shifted from negative to positive a year ahead of schedule, even as the market for new cars has yet to recover.</p>
<h2>Ford stock price soars</h2>
<p>Ford stock hit a five-year high Monday at $14.57. The Ford earnings report showed net profit equaling 50 cents a share, blowing away Wall Street expectations of 32 cents a share. One year ago, Ford stock traded at $1.91 a share, and the Ford earnings report showed a loss of $1.4 billion&#8211;a net loss of 60 cents a share. Introducing new products, closing plants and eliminating tens of thousands of jobs is working like Ford boss Alan R. Mulally said it would when he took over four years ago. Presenting the Ford earnings report, Ford executives said the company expects to continue selling cars for positive cash flow in the immediate future.</p>
<h3>Ford earnings report fuels production</h3>
<p>Ford said it planned to build 625,000 vehicles in the United States and Canada in the second quarter, 9 percent more than the first quarter and 39 percent more than same period a year ago. It plans to introduce new models later this year with the aim to capture a bigger piece of the growing market for smaller, more fuel efficient cars. Ford fans will be getting auto financing for new versions of the Fiesta and Focus, plus a retooled Edge crossover and a more fuel efficient Explorer SUV.</p>
<h3>Ford stock analysis</h3>
<p>A Ford stock analysis shows an increase in price of more than 40 percent so far in 2010. Ford’s market share in the United States rose to 16.6 percent in the first quarter, up 2.7 percent from the first quarter 2009. It outsold General Motors in February for the first time in 50 years. In addition to draconian cost cutting and increased focus on quality, Ford&#8217;s gamble to forgo the government bailout appears to have paid off in spades as the images, and sales, of GM and Chrysler have suffered. Toyota&#8217;s recall of more than nine million vehicles and the resulting publicity nightmare of the past six months probably hasn&#8217;t hurt Ford stock either.</p>
<h3>Ford stock outlook</h3>
<p>The Ford stock outlook hints that the Ford stock price may not sustain its current rally. The New York Times reports that Ford&#8217;s chief financial officer Lewis W.K. Booth said the company does not necessarily expect each of the next three quarters to be as strong as the first, particularly if an improving economy leads to higher interest rates later in the year. As if on cue, Ford stock was falling Tuesday after the company&#8217;s earnings report was released. As of noon eastern time the Ford stock price was down about 6.5 percent at $13.50 a share. Monday&#8217;s closing price for Ford stock was the highest since January 2005. Debt survival may be an issue in the Ford stock outlook. The company still has much more debt $34.3 billion, than cash, $25.3 billion.</p>

It is true that President Obama has chosen to not hold a prayer ceremony in the East Room on the National Day of Prayer 2010. <p>The National Day of Prayer 2010 canceled rumor has been running rampant on Facebook, Twitter and many blogs. The official statement from the White House press secretary was that &#8220;Prayer is something that the president does every day.&#8221; As with last year, Obama is planning on signing the National Day of Prayer 2010 proclamation.</p>

<p>Israeli prime minister Benjamin Netanyahu is scheduled to meet with President Barack Obama at the White House this evening. The meeting is closed to reporters, but most reports indicate that the talks are most likely going to be focused on the recent Israeli announcements that an East Jerusalem settlement has been approved, pending the developer&#8217;s secured loans. Some politicians are also hoping that the meeting between Netanyahu and Obama will include discussions of the diplomat representing Israel being kicked out of Britain.</p>
<h2>Netanyahu and Obama to discuss peace talks</h2>
<p>One of the major topics on the docket for the meeting between Netanyahu and Obama will be the restarting of indirect peace talks with Israel and Palestine. Over the last few decades, the United States has mediated several peace talks between Israel and Palestine, though tensions in the region remain high. Israel, through their Prime Minister Netanyahu, has recently announced plans to allow 1,600 new settler homes in East Jerusalem. The United States, through Secretary of State Hillary Clinton, has condemned the plans, and tensions between Netanyahu and Obama have since been very high.</p>
<h3>Netanyahu takes a stand on Jerusalem</h3>
<p>Jersulem has long been a disputed district in the Israel-Palestine conflict. In a speech to Israel&#8217;s supporters in Washington, D.C., given before he met with Obama, Netanyahu stated that &#8220;Jerusalem is not a settlement. It&#8217;s our capital.&#8221; He also very carefully outlined that while the relationship between the U.S. and Israel may be strained, any attempts to break off the relationship would not work. Netanyahu has advocated on multiple occasions that the easiest path to peace between Israel and Palestine would be an &#8220;economic path&#8221; &#8211; relying on commerce and money loans to make peace.</p>
<h3>Bejamin Netanyahu&#8217;s history as Prime Minister</h3>
<p>President Obama is not the first United States President that Benjamin Netanyahu has met with. Netanyahu was originally Prime Minister of Israel from 1996 &#8211; 1999. After a turn in political fortunes and 10 years of political work in Israel, Netanyahu again became the head of a coalition government in Israel. In the past, Netanyahu has called U.S. led peace talks between Israel and Palestine a &#8220;waste of time.&#8221; In January of 2009, Netanyahu claimed he would continue the Israeli policy of not building new settlements in disputed areas. However, the recent approval of an Israeli settlement in East Jerusalem seems to contradict this act.</p>

<p>&#8220;At what point will America&#8217;s public schools turn the corner?&#8221; is something many of us wonder – and Detroit Public Schools are a prime example of what has gone wrong. Children deserve a quality education, but too few families can afford to send them to private schools because they a) do not make enough money, or b) are so mired in debt due to bad credit decisions that they live from pay day to pay day. As recent news out of the smoldering crater that is Detroit Public Schools indicates, things are going to get a whole lot worse before they get … even worse. The children of the once great but now recession-riddled city of Detroit deserve more.</p>
<h2>Closing 45 Detroit Public Schools a $1 billion plan?</h2>
<p>Emergency Financial Manager Robert Bobb says closing 45 Detroit public schools is a $1 billion plan. But how do Detroit Public Schools expect to be able to assimilate the discarded children, teachers and staff into the schools left standing?</p>
<p>Overcrowding and inferior, aging facilities are already a problem –- then there&#8217;s <a href="http://mb-soft.com/public/school.html" rel="external nofollow">the problem of discipline in the classroom</a>. Stuffing more kids in may finally blow the top off the pressure cooker. Associated Press reports indicate an expected drop of 30,000 students over that time (preschool through 12th), but where will they go? Can their families actually afford to move without money loans? People in Detroit are stretched to the limit financially; <a href="http://www.youtube.com/watch?v=xPNmHPjkxdk" rel="external nofollow">it&#8217;s that way in many Michigan cities, including Flint</a>.</p>
<h3><a href="http://www.crainsdetroit.com/article/20100317/FREE/100319875" rel="external nofollow">Detroit has lost half its population in the past 50 years</a></h3>
<p><a href="http://www.crainsdetroit.com/article/20100317/FREE/100319875" rel="external nofollow"></a><strong>Crain&#8217;s Business Detroit</strong> brings us that sobering statistic, something typically heard about small towns that depended upon dying industries for their lifeblood. Once Detroit Public Schools has dropped 45 more schools, the automobile capital of America will be that much closer to being either a) a ghost town, or b) being bombed off the map to avoid an &#8220;Escape from New York&#8221; scenario from spreading. Merging schools won&#8217;t address the quality of education troubles that plague Detroit Public Schools and every other public school system from Honolulu to <a href="http://www.huffingtonpost.com/2010/02/24/rhode-island-teachers-fir_n_475234.html" rel="external nofollow">Rhode Island</a>.</p>
<h3>Detroit Public School closures to be finalized by mid-April</h3>
<h3><span style="font-weight: normal; font-size: 13px;">Until then, read this list and reflect on a dream for a better Detroit that might have been. Without the capital – without the hope – Detroit will fall, strangled, in the dust. These schools will close in the next few years.</span></h3>

<p>Christie King Collbran never wanted to become a Scientology defector. In her interviews with <a href="http://www.nytimes.com/2010/03/07/us/07scientology.html?pagewanted=1" rel="external nofollow">The New York Times</a> and <a href="http://video.ca.msn.com/watch/video/scientology-defector-breaks-her-silence/17ypdxipp" rel="external nofollow">The Today Show</a>, she still adamantly insists that she believes in the philosophies of Scientology &#8211; but that she and her soon-ex-husband both saw too much to remain in the organization.</p>
<h2>Scientology defector breaks her silence to the media</h2>
<p>Christine, who was born into a Scientologist family, has been a member of the Church of Scientology her entire life. She and her husband met and were married as Scientologists. While she was very close to her parents, they could not attend the marriage, because they had spent extensive money loans on rising in the ranks of the church. At a very young age, she was recruited for the elite &#8220;Sea Organization&#8221; &#8211; the leadership of the church. After 13 years within SeaOrg, Christine and Chris went through an allegedly harrowing, expensive, and personally dangerous process that took over a year, and they were still labeled as &#8220;suppressives&#8221; &#8211; cut off entirely from friends and family as punishment. That is when they decided to break their silence about defecting from Scientology.</p>
<h3>Christine and Chris, Scientology defectors, saw alleged abuses</h3>
<p>Christine, the Scientology defector that is breaking her silence claims that both she and her husband worked long days for as little as $17 a week. She also alleges they they both witnessed abuse by Mr. Miscavige, the head of the Church of Scientology. There have been other claims from former Scientologists breaking their silence that have included the same accusation &#8211; including physical, as well as emotional abuse from the church leader. The Church of Scientology vehemently denies all of these claims.</p>
<h3>Leaving Scientology required silence not be broken</h3>
<p>As members of SeaOrg, Christine and Chris were required to sign a contract stating that she would &#8220;be a member of the church for a billion years,&#8221; based on the belief that church members live forever. When they decided to defect, the Church of Scientology billed them for $90,000 worth of &#8220;counseling services.&#8221; They were able to negotiate the bill down to &#8220;only&#8221; $10,000 of cash today. Beyond the bill, both Christine and Chris claim to have spent over a year going through the process to leave SeaOrg &#8211; including being asked to sign affidavits they had not written. They &#8220;could have just walked away,&#8221; but they feared being labeled &#8220;suppresives&#8221; and cut off from their friends and family. After a very long, frustrating process, Christine and Chris finally decided to get pregnant. This was the ultimate act of defection, because, as the Church admits, members of SeaOrg are not allowed to have children.</p>
<h3>Defectors still believe in the tenants of Scientology</h3>
<p>In the interviews that broke her silence about the abuses she had witnessed within the Church of Scientology, Christine is very careful to point out that both she and her husband still believe in the philosophy of Scientology. She points out in the Today Show interview that &#8220;there is a creed in the church that says all people are free to believe and practice&#8221; as they wish. While she breaks her silence, this Scientology defector has also been left with practically no money, no family, and cut off entirely from a church she believes in.</p>
<h3>Weaknesses exposed by Scientology defectors?</h3>
<p>There are small groups of Scientology defectors around the nation, and they tell a very different story than the Church of Scientology. As Christine says, &#8220;There&#8217;s a lot of PR to make it look like a successful, expanding organization. I wish that were true, but it&#8217;s not.&#8221; The New York Times article points out that in the American Religious Identification Survey, that the number of Scientologists in the United States fell from 55,000 in 2001 to 25,000 in 2008. There are also many other high-profile defectors, including <a href="http://markrathbun.wordpress.com/" rel="external nofollow">Mark Rathbun</a>, one of the former top aides to Mr. Miscavige.</p>
<h3>Scientology defector breaks her silence in hopes of change</h3>
<p>Like many &#8220;Independent Scientologists&#8221;, Christine is talking with the media in the hopes of seeing changes within the church that she still believes in. However, those changes do not appear likely to happen within the church anytime soon &#8211; the official statement from The Church of Scientology is that Christine is &#8220;a liar.&#8221; No matter what happens in the church, this Scientology defector has been effectively cut off because she broke her silence.</p>

What&#8217;s that?&#8221; exclaims an incredulous banker. &#8220;Does it have to do with credit cards?&#8221;</p>
<h2>Citibank sent the letters on February 16</h2>
<p>The company is calling it a &#8220;processing error,&#8221; according to the <strong>Chicago Tribune</strong>. The numbers appear at the lower edge of the envelope with other numbers and letters. So it isn&#8217;t as obvious as problem flatulence, but it is definitely a bit of a brain fart on the part of Citibank, Citigroup and everyone else in the Citi family. But don&#8217;t worry; Citibank Client Services Director Norman Wright sent letters to all 600,000 customers in an effort to clean up the mess. He extended an offer for free credit monitoring for 180 days. Unfortunately, now that forgers know to wait 180 days, perhaps that isn&#8217;t enough. They could be using your Social Security number to take out money loans.</p>
<h3>The error produced &#8220;little to no risk&#8221; to Citibank customers?</h3>
<p>Talk about spin control by Citibank. Citigroup and its board of directors must be proud, and shareholders must be exceedingly happy that the company is so deftly handling the situation. In Wright&#8217;s apology letter he says as much, that there is &#8220;little or no risk.&#8221; Isn&#8217;t it comforting to know that your bank is actively lying to you, Citibank customers? How could there be little or no risk if unauthorized people are getting hold of your Social Security number?</p>

<p>In today’s day and age, many have found themselves closer and closer to being part of this statistic. The rich are getting richer and the poor are getting poorer. Soon there will no longer be a middle class; just the poor and the rich. Now I consider myself to be of the lower middle class income level.
