<p>Ah, what to do when a federal holiday falls on the weekend. It always causes confusion. Of course, even when federal holidays fall on regularly scheduled Mondays it causes confusion. Which holidays count? Which ones don&#8217;t? I can assure you, though, that you can still get fast payday loans through Personal Money Store today.</p>
<p>Well, the federal government has come to the conclusion that if I have to work the Friday before the Fourth of July, so do the postal workers. However, many of them will get to leave early.</p>

<p>The short answer is yes, banks are open today. Of course, it depends on the bank. There&#8217;s no law that says they can&#8217;t close early or not open at all today &#8230; is there?</p>
<p>It appears to me that the Saturday bank schedule will also be basically normal: Most banks will be closed but a few grocery store branches might have limited hours.</p>
<p>Sounds like a regular Saturday to me. However, if you use a standalone branch of your bank that usually is open on Saturdays, it will probably be closed tomorrow.</p>
<h3>A few more tidbits</h3>
<p>People have a lot of questions about what&#8217;s open and what&#8217;s not today and tomorrow. This is going to vary widely by region, but I have found some answers that apply to the area where I live that might be able to be applied nationwide, at least in general.</p>
<p>The DMV will be closed today and tomorrow. In general, regarding the DMV, it&#8217;s always safe to err on the side of &#8220;closed.&#8221; Columbus Day? Closed. MLK Day? Closed. Pioneer Day in Utah? White House dog&#8217;s birthday? Yeah, the DMV will pretty much shut down if it has any sort of excuse at all. Like 3 p.m. on a Wednesday.</p>
<h3>Get to the good stuff</h3>
<p>Whether the liquor store is open on the Fourth of July or not might depend on whatever the local liquor control board says, as usual. However, as long as the state you live in doesn&#8217;t mandate that liquor stores be closed, you can safely assume they&#8217;ll be open for usual business hours for today and tomorrow.</p>
<p>I mean, what liquor store owner would voluntarily shut down the store on the Fourth of July? That&#8217;s just bad business sense.</p>
<h3>Government and garbage</h3>
<p>In general, city and county government offices will be closed today and tomorrow. These offices generally operate like the DMV and close down whenever they can. After all, they make the rules, right?</p>
<p>Luckily, garbage collection for the most part will proceed as usual.  Thank goodness. Garbage collection is one of those things you <em>don&#8217;t</em> shut down unless you have a really, really good reason. Like a massive hurricane.</p>
<p>If you are still asking yourself &#8220;Is the post office open today?&#8221; or &#8220;Are banks open today?&#8221; you might want to just call the specific locantion you&#8217;re thinking of and ask. Of course, it&#8217;ll probably be busy, so if it&#8217;s not too far, you might just want to head down there and take a look-see.</p>

<p>But finding that work-life balance can be tough. There&#8217;s always more to be done, and the comforts of home and family tend to be pushed further away with each new task that crosses your desk. <p>If you set up your Advanta business credit card as business credit without personal guarantee, that means you won&#8217;t have to dip into your personal bank account to pay you Advanta credit card bill.</p>

<h3>How to establish credit without personal guarantee</h3>
<p>In order to ensure that your business credit card isn&#8217;t backed by a personal guarantee, you must follow these steps:</p>
<ol>
<li>Form a corporation or LLC, and get an Employer ID Number, which works like a social security number for your business.</li>
<li> Separate your personal finances and credit from your business finances and credit</li>
<li>Open a business bank account in the exact business legal name as it appears on your paperwork.</li>
<li>Apply for lines of credit with trade suppliers, and make sure they will report how your business pays to the credit bureaus.</li>
<li>Make sure your business is listed with all 3 business credit agencies (EquiFax, Dun &amp; Bradstreet and Experian).</li>
</ol>
<h3>Separate business entity</h3>
<p>If you had already done all of these when you received your Advanta business credit card, you should not be held personally liable for the balance on your soon-to-be-frozen account.</p>

<p>Mills said typically these short-term loans will be used for helping ease a credit crunch, as banks call in balances on credit cards.</p>
<p>&#8220;You can pay down your credit card line and now you have $35,000 more of liquidity.&#8221;</p>
<p>The interest-free loan must be used within six months and borrowers have up to six years to repay it. The only other stipulation is that it cannot be used to pay any previous SBA-backed loan the business may have outstanding.</p></blockquote>

<p>I’d been getting a lot of illiterate-sounding emails with names like “no faxing payday loans,” “easy loan,” “instant cash loans,” “money now,” and “payday loan yes.” I really could have used the extra cash all these payday lenders were offering.  It wasn’t that I was not desperate; it was more that even though I didn’t know how I was going to pay my car insurance when I got home, I could not stoop to the orthographical level of a “cash til payday loan.”</p>
<h3>I forgot my worries with Two Scoops Moore</h3>
<p>So I packed up my tent and sleeping bag, put the few groceries I had in a cooler, and set off for Sunbanks with a blues-fan friend whose car had a full tank of gas.  I was still thinking about emergency loans and instant money when Eric “Two Scoops” Moore took the stage.  Moore is a pianist, singer, and songwriter from Seattle who spent several years on the road with Luther “Guitar Jr.” Johnson.   He has a strong, soulful voice and a rollicking, honky-tonk keyboard style.  His performance included hilariously crafted, cartoonish songs like “Big Ugly Fella,” “Big Fat Mama,” “Hamburger Time,” “Let&#8217;s Eat!” and “Big Buffet,&#8221; (&#8221;They got meat and potatoes, they got beans and rice, they got good country gravy make you go back twice . . . &#8220;).</p>
<h2>I said &#8220;yes&#8221; to money</h2>

<p>Listening to Two Scoops on a warm, sunny morning by the side of a sparkling, blue lake &#8212; far from &#8220;payday loans uk&#8221; and all the other ragged claws of internet babble &#8212; my money worries began to fade. I gave him back a smile and stuck the bill in my pocket.  I had resisted all manner of “paycheck loans,” “same day cash,” and “quick payday loans,” but I wasn’t saying “no” to my new best friend.</p>
<h3>Then I found a great big friend</h3>
<p>When I got home, my friend George was still in my pocket.  I was going to move him in with the ten or so other one-dollar bills I still had in my wallet and eat for a few days.   Then I remembered the bag of food I’d rescued from the cooler. I unpacked it and there in the bottom of the plastic grocery bag I found a friend I hadn’t seen in a long, long time: Ben Franklin. I have great memories from Sunbanks.  I have a good friend who still has a car with half a tank of gas.  I have a few festival leftovers in the refrigerator.  I have George.  I have George&#8217;s ten comrades.  And most of all, I have Ben.  Money’s my best friend, and I’ll get by without a loan till payday.</p>

In an editorial in the <em><strong>Tucson Citizen</strong></em> where she responds to a previous column about the value of consumer financial education, Cooper lambastes the <a href="http://www.econ4u.org/"  title="Center for Economic and Education Literacy" rel="external">Center for Economic and Education Literacy</a> (CEEL). Why? Because they have programs that aid the <em><strong>faxless payday</strong></em> loan industry in addition to consumers.</p>
<h3>The horror&#8230;</h3>
<p>Cooper&#8217;s primary claim is that the CEEL is attempting to aid payday lenders through the distribution of misinformation. Plus, she feels that the industry&#8217;s campaign in support of <a href="http://personalmoneystore.com/moneyblog/2008/12/29/payday-loans-arizona-prop-200/" title="Proposition 200">Proposition 200</a> was also filled with falsehoods. Fine &#8211; but what evidence does she present to back up her claims?</p>
<p>She offers up two collegiate studies that would seem to support that payday loans lead to financial distress. That&#8217;s <a href="http://www.cfsa.net/"  title="exactly what payday lenders do" rel="external">exactly what payday lenders do</a> for the public. We&#8217;re on the same page.</p>
<p>Ms. Cooper, do the math on what you feel was an informed public decision to vote Prop 200 down. Capping payday loans at 36 percent <a href="http://personalmoneystore.com/moneyblog/2009/01/27/obama-payday-loan-cap/" title="drives companies out of business and kicks workers to the curb">drives companies out of business and kicks workers to the curb</a>. Time was given for both sides to make their case. Critics, led by Victor Elias of The Child and Family Police Center, focused upon limiting the annual percentage rate to 36 percent. Jeff Kursman of Check &#8216;n Go argued that this <a href="http://personalmoneystore.com/moneyblog/2009/01/12/dartmouth-payday-loan-study/" title="cap would be harmful">cap would be harmful</a>. Andy Hallman of the <em><strong>Daily Freeman-Journal </strong></em><a href="http://www.webstercitynews.com/page/content.detail/id/502846.html?nav=5006"  title="reports" rel="external">reports</a>.</p>
<p>There are problems with Elias&#8217;s argument from the start, in that he cites Iowa&#8217;s 36 percent APR on car title loans. He asks for the same rate for <strong>fast payday loans</strong>, even though the two products are not equivalent. Then he claims that it&#8217;s too easy to get a payday loan, which leads to too many situations where people cannot repay. Recent studies that show that <a href="http://www.the-daily-record.com/news/article/4512815"  title="90 percent" rel="external">90 percent</a> of borrowers pay on time cast doubt on Elias&#8217;s claim, however.</p>
<h3>Your rebuttal, Mr. Kursman</h3>
<p>Kursman tackles the easy issue first, that APR is <a href="http://personalmoneystore.com/moneyblog/2009/01/27/obama-payday-loan-cap/" title="not appropriate">not appropriate</a> in the <strong>payday loan</strong> discussion, as they are not annual loans. He then points out how much more consumers would spend by relying upon an equivalent alternative to short-term loans, <a href="http://personalmoneystore.com/moneyblog/2008/12/22/payday-loans-overdraft/" title="checking overdraft">checking overdraft</a>.</p>
<p>&#8220;We do not push people into debt. What business would intentionally push people into a cycle of debt? It defies every business model,&#8221; says Kursman. Then he states his company&#8217;s requirements for loan applicants:</p>
<blockquote><p>We do not make loans for more than 25 percent of that borrower&#8217;s net income. Our customers are employed and have a regular income. Our average customer makes $45,000 a year. We don&#8217;t do a formal credit check on our customers. That means that one-third of the people who either don&#8217;t have a credit rating or have a bad credit rating can get a loan from us. Also, if they can&#8217;t pay us on time, we have no legal recourse against them by virtue of state law. We can&#8217;t do anything to affect their credit rating.</p></blockquote>
<h3>The bankruptcy link?</h3>
<p>Many critics, Mr. Elias included, make the all too convenient connection between payday loans and bankruptcy. However, there is no direct connection, and <a href="http://personalmoneystore.com/moneyblog/2009/01/22/clemson-study-payday-loans/" title="academic studies have proven this">academic studies have proven this</a>. Kursman addresses a number of such studies:</p>
<blockquote><p>If you look at studies from the University of Chicago, Clemson, Dartmouth and Columbia, you&#8217;ll see that they&#8217;ve concluded that bankruptcy actually goes up when people are prevented from using our product. There are 19 million Americans that use our product in a year. If you take us away, you&#8217;re leaving them with more expensive alternatives. That&#8217;s not consumer choice.</p></blockquote>
<p>Elias evades the bankruptcy issue entirely, clearly conceding the point. Instead, he counters with the claim that <strong>quick payday loan</strong> companies have garnished the wages of those who haven&#8217;t repaid their obligation. Kursman points out that companies like his are prohibited by law from doing so, and that issue went no further.</p>
<h3>Winner? Loser?</h3>
<p><img class="alignright" title="Sean Hannity" src="http://upload.wikimedia.org/wikipedia/commons/thumb/6/69/Hannity.jpg/202px-Hannity.jpg" alt="Sean Hannity" width="202" height="278"  style="display:block;float:right;"/>Kursman appeared to come out ahead on points, but the reality is that this discussion about <strong>payday loans</strong> was not a boxing match. However, Mr. Elias appeared to argue himself and his cause into a box on numerous occasions, despite the fact that he was given ample time by the moderators to make his side&#8217;s point. Not only that, both parties were asked whether they&#8217;d said all they wanted to say before closing. You won&#8217;t see a friendly debate like that on Sean Hannity&#8217;s show, well, ever. No matter how much he &#8220;lets freedom ring&#8221; for his listeners and viewers.</p>

Come to think of it, Megan was always my tutor during my high school days. If I had a question or was unsure of something regarding any school assignment, I was sure I’d find peace of mind through Megan and her family. We went our separate ways after high school. Megan was offered a scholarship to attend one of the best schools, and considering the fact she came from a family that was in need of an extra cash flow, she was thrilled to be offered such an opportunity. We tried to stay in contact and exchange on-line memos as much as possible. After a period of time, I received an unexpected call from her, excitingly announcing her engagement with “the sweetest guy” she’d ever met. After her marriage, our relationship was put on a complete halt – until our reunion last year. I would never have guessed what she had endured.</p>

She detailed the terrible aspects of her marriage (which I prefer not to enclose) and how she found the strength to escape.</p>

<li>Supporting small business, startups and labor</li>
<li>Protecting homeowners and cracking down on mortgage fraud</li>
<li><strong>Curbing predatory lending and reforming bankruptcy laws</strong></li>
<li>Improving the work/life balance for families</li>
</ol>

<p>But what Obama wants is to extend a 36 percent APR cap on all lending. May the analysis of Dr. Tom Lehman and Marc Kilmer make your ballot choice over Issue 5 easier to come by.</p>
<p>Here are the nine myths they tackle, with a little bit of commentary:</p>
<ol>
<li><strong>Payday lenders trap borrowers in a &#8220;cycle of debt&#8221;</strong> &#8211; To think clearly on this matter, it is necessary to understand that it is not a <em><strong>f<a title="Fast Payday Loans Was Our 12th Man on the Field" href="http://personalmoneystore.com/moneyblog/what-are-payday-loans-2/fast-payday-loans-was-our-twelfth-man-on-the-field/" >ast payday loan</a> </strong></em>that cause borrowers&#8217; financial problems. <li><strong>The average borrower takes out multiple loans</strong> &#8211; Evidence here is inconclusive. Read Thomas Jefferson&#8217;s writings and you&#8217;ll find this fact to be unavoidable. Keep religion out of government and public policy. Besides, scriptures cited are always Old Testament, and with the coming of Jesus, didn&#8217;t he say &#8220;I am the end of the law.&#8221; Mosaic law is antiquated.</li>
<li><strong>Consumers will be better off without payday loans</strong> &#8211; Solid evidence indicates people are worse off once loans are banned than before. See this <a title="Payday Holiday - you aren't better off" href="http://www.newyorkfed.org/research/staff_reports/sr309.pdf"  rel="external">Federal Reserve Bank</a> study, paying particular attention to pages 20 and 26 re. North Carolina and Georgia and returned check rates.</li>
