<p>Shoppers in the Washington D.C. area will have to spend more money on each trip starting Friday, January 1, 2010. These additional costs, which are part of a new plan by the administration to close the gaps in budgets, will send them racing for more payday loans. To the already burdened consumer, this will no doubt be another cost that they will deem unnecessary. However, they will have to live with the additional expenses as part of their own budgets, and will need to figure out how to make it all work.</p>
<h3>Shopping Trip Charges</h3>
<p>Under the new scheme, which the administration is calling a “nickels and dimes” policy, shoppers will have to pay $0.05 every time they shop and request a shopping bag. Groceries, drug stores, liquor stores and retail outlets are all expected to add this charge on consumers’ bills who have forgotten to carry a shopping bag with them. This charge will apply to every paper or plastic bag handed out by the shops, but this is not the only part of the policy. By mid January, more people will have to pay over $2 an hour to park their cars, which is sure to put an additional burden on consumers who were already looking to save their nickels and dimes. These plans are sure to make shoppers stop at their neighborhood lenders office looking for a payday loan. Of course, planning will help to eliminate this burden by bringing along their own shopping bags.</p>
<h3>Fund Raiser Scheme</h3>
<p>The administration claims that this scheme was designed to raise money for the various assistance programs that help people affected by the recession. Many states are already burdened by too many unemployment benefits and are experiencing a shortage of funds. It is under these circumstances that they are looking to raise additional funds from the very consumers who may be the same people they want to help. It’s not just the shopping bags and parking fees that the administration is looking to charge money for, but also on overdue library books and car pool permits. Taxes have already been increased on cigarettes and gas, and the city expects the 14,749 parking spaces, charging $2 an hour, should make up for their deficit. Increasing the costs of shopping will mean that the consumer must budget for more money that will turn into another rush for more payday loans.</p>
<h3>Right Idea, Wrong Time</h3>
<p>States are looking to enforce these charges because they are facing huge deficits in their budgets. Job losses and unemployment benefits are leaving them with no other choice but to increase charges for common items. At the same time, restaurants in the area are complaining that these charges will only keep their customers away and cause further losses, and as free parking time on the weekends is reduced, the restaurateurs have a point. Consumers will be paying more money for the same services they were getting for free before, and will look to cut costs, including eating out. They will also look to take out payday loans to cover for the shortage in cash.</p>

The recession, however, has spawned a new breed of Americans who would rather save money by cutting down on their expenses, rather than borrow money.</p>
<h3>Is Saving Money Possible?</h3>
<p>When the recession started taking a toll on the average citizen, people drawing salaries in excess of $70,000 a year were suddenly left without a job. These are people who could have easily resorted to taking out personal loans to tide them over until they found another job, but did not choose to do so. They made a very hard choice by not doing this, and one case reported in the Washington Post (12/27/2009) illustrates how this can be accomplished.</p>
<h3>Marty Morua, Stock Broker</h3>
<p>Marty Morua was a Wall Street stock broker who lost his job along with his salary of $70,000. He did not panic, but instead looked at his finances after the <strong>job loss</strong>. He decided that his family would live on his wife’s income, which was only the beginning. The next thing he did was cut down on expenses. As he had no job, he decided to stay with his 5-year-old daughter at home instead of using the nanny they had hired, saving a whopping $12,000 a year. Similarly, he cut down on other expenses considered unnecessary, and snipping bit by bit, he soon turned his unfortunate situation into an advantageous one. Looking at their account, he now says they actually managed to increase their savings. Credit should certainly be given to this man and his family for looking at things differently.</p>
<h3>Will This Story Help Others?</h3>
<p>It is difficult to guess right now, but the above case is just one example of how many families with two jobs in a household can survive should one source of income dry up. Things may be easier due to this fact for the couple, but the same may not be true for people with a single income. They will still go to the lenders offices or online websites to find the money they will need to pay their bills. But even these people can learn by this family’s example and cut their own <strong>unnecessary spending</strong> to match their current income. Most people indulge in spending more money than they have, and if they were to cut down on this habit, they would be much further ahead. Cutting down on these expenses can make life a little bit easier for them, not to mention the fact that it may also keep them out of a short term loan.</p>

For instance, if family members are buying meals while they are away at school or work they can start to pack lunches to take with them. If the family has frequent dinners out or order in regularly, switching to preparing meals at home can save a lot of money. If anyone in the family has a coffee shop addiction you can buy a few inexpensive items to make special coffees at home, such as a French press, frother and flavoring syrup. With utilities money can still be saved by making sure everyone is turning off lights when they leave a room, taking shorter showers, washing clothes in cold water and other such energy saving ideas.</p>

<p>Try to free up enough money now so that you can put at least a little away and, if you have debt, put some towards that each month too. Try to leave a bit of room for some fun too. On the last day of every month I take an hour off working and run my business figures across my mental screen to see if I am still ahead of my creditors. The rest of the world is having a rough time and the number of small, medium, large and giant corporations going belly-up is still on the increase. General Motors has gone from the <strong>world’s largest corporation to the world’s largest failure</strong>.</p>

<p>When it is all paid it will get me through the month of June as long as there are no major surprises. These could range from <strong>a car break-down to a washing machine explosion</strong>, both designed to wreck any household budget drastically and immediately.</p>
<p>The client who ordered the translation probably won’t pay -<strong> I delivered the work in 2 days by email</strong> and I have received no response. This is one of the risks of taking work that comes from an unknown source –</p>

<li>you do the work in a rush to impress,</li>
<li>you do a great job to impress even more,</li>

<li>emails sent to the same address come back from the Daemon Mailer with a note that says ‘uh-uh, this email address doesn’t exist.’</li>

<h3>Expenses</h3>
<p>A home-based writer has few expenses. <strong>All the usual household expenses apply</strong> and unless one prints work, there is no need to buy ink or paper. I splurged and bought a new 22 inch computer screen and I am enjoying it. I figured that if sitting in front of the computer is my life, I may as well make it as comfortable as possible. On the painting side, I made the mistake of using my favorite watercolor brush to work in acrylics and that ruined the brush. So I bought a new one and an extra one in a different size. Buying good brushes is no joke-they&#8217;re expensive.  I want to write it off on my taxes but<strong> I’m not sure if the IRS has me down as an Old Master</strong> or a Sunday afternoon painter.</p>
<h3>June</h3>

<p>Well, Hi June! Let’s take a look at the prospects. On the article writing front I hope everything <strong>will remain stable and maybe even increase</strong>. Some months I receive orders for extra gambling articles and news items but this sector is having a very bad time. I am psyching myself up into starting a new painting which requires some energy, time and small amounts of money in photos, prints etc. and getting my main model, a grand-daughter, to sit still for a few minutes while I take pictures.</p>
<p>I hope the recession numbers improve so that all will have a good June.</p>
