<p>This past Friday was payday for many and a snow day for others causing many to seek <strong>payday loans</strong>. Friday is when the snow started to fall in my small one-horse town. <h3>Sandbags to help keep me from sliding on the ice</h3>
<p>I left work and as I drove home I noticed how many stores were closed: the grocery story, the beauty shop, the <strong>payday loans</strong> store.  Because of the continuing heavy snowfall, I just barely made it into town. I decided to load up my trunk with sandbags for added traction. I walked into the gas station and asked the lady behind the counter for three 70 pound bags of sand. <p>Ouch! <p>The entire town is covered in snow, and the streets are encased in solid ice. If that doesn’t make you want to pack up the spouse and kids and move to a small mountain town, then I should add that the weekend high averaged 11 degrees, with high winds causing the wind chill to feel well below zero.</p>

<p>Authorities in South Florida announced Tuesday that they&#8217;ve finally solved the 1981 killing of 6-year-old Adam Walsh, whose father later gained fame as the host of &#8220;America&#8217;s Most Wanted.&#8221;</p>
<p>Hollywood police held a news conference and identified the boy’s killer as Ottis Toole, a drifter who confessed to the murder, then recanted before dying in prison in 1996.</p>
<p>Adam&#8217;s parents, John and Reve Walsh, attended a news conference, where they gave a tearful account of what it&#8217;s been like not knowing for decades who killed their son.</p>
<h3>Adam&#8217;s story.</h3>
<p>The boy went missing from a Hollywood mall on July 27, 1981. Fishermen discovered his severed head in a canal 120 miles away two weeks later. The rest of his body was never found.</p>

<p>On July 27th Reve was heading to the gym, but needed to run a few errands before dropping Adam off with his grandmother. That day Adam dressed in a red and white striped short-sleeved IZOD shirt, green running shorts, yellow flip flops and a beige captain&#8217;s hat.</p>
<p>Reve and Adam got into the family car. As part of the errands, Reve drove to the Sears and Roebuck store at the Hollywood mall, to see about some brass lamps they had on sale. They entered the store at around 12:15pm.</p>
<p>There was a display of new video games at the toy department and Adam asked if he could stay there and play with the other boys. Reve said it was okay, since she would be in the lamp department only three aisles away.</p>
<p>Only minutes after Reve left Adam in the toy department, a fight broke out between the boys and Sears personnel called for security to break up the fight. 17-year-old Kathryn Shaffer-Barrack, who had only been a security guard for a short time, responded and told the boys that fighting wasn&#8217;t allowed in the store.</p>
<p>She asked two black boys if their parents were in the store and they said &#8216;no.&#8217; She assumed the two blond white boys, a 10 year old and 6-year-old Adam, were together. She asked them if their parents were in the store, and the older boy answered no. Kathryn directed the black boys and the white boys to leave by separate exits of the store.</p>
<h3>Adam was a good child.</h3>
<p>It is believed that Adam didn&#8217;t tell the security guard about his mother, because he was a timid child.  Adam Walsh was left standing outside of Sears at an entrance, quite possibly waiting for his mother to find him.</p>
<p>Only five to ten minutes after Reve left her son in the toy department she returned. Adam was nowhere to be found.</p>
<h3>Where was Adam?</h3>
<p>On July 27th 1981, John and Reve Walsh launched one of the largest manhunts for a missing child in the state of Florida.</p>
<p>Two weeks later, Adam&#8217;s severed head was discovered by fishermen in an irrigation canal, nearly 120 miles away in Vero Beach.</p>
<p>The Broward County medical examiner ruled Adam&#8217;s death resulted from asphyxiation, and the severing of his head was done post mortem. Wright further believes that Adam was more than likely murdered the very day he disappeared.</p>
<h3>A confession.</h3>
<p>Your <strong>payday loan</strong> source continues.  Two years passed with no leads as to Adam’s killer until a drifter from Jacksonville, Florida named Ottis Elwood Toole, confessed to killing Adam.</p>
<p>On October 10, 1983, Toole, the crime partner and homosexual lover of infamous serial killer Henry Lee Lucas, was serving a 20-year sentence for arson at Union Correctional Institution in Raiford, Florida. Toole had been in and out of the system most of his life, and he told Detective Buddy Terry that he was responsible for killing a young boy in the Ft. Lauderdale area.</p>
<p>Hollywood Detectives quickly interviewed Ottis Toole. In a midnight interview, Toole told Det. Jack Hoffman and Det. Ron Hickman, the lead detectives on Adam&#8217;s case, that he and Lucas had abducted a young boy they saw running frantically around a Sear’s parking lot.</p>
<p>Toole implicated his partner Lucas in the abduction of the boy. Toole said he drove their 1971 white Cadillac north on the turnpike toward Jacksonville, while Lucas terrorized the child, who was sitting between them in the front seat of the car. Toole said it was Lucas who had cut off the boy&#8217;s head in a wooded area they found off the turnpike. He said Lucas used a machete; Toole said he held the boy down.</p>
<p>Toole described the boy as being between the ages of 7-10, and was dressed in dungarees, a blue shirt and sneakers. This caused detectives to be skeptical of Toole&#8217;s story, since Adam was only 6 and was wearing shorts and flip-flops that day. Moreover, when they showed Toole a picture of Adam he did not initially think he was the same boy.</p>
<p>Detectives soon learned that Henry Lucas couldn&#8217;t have been involved in Adam&#8217;s abduction and murder, because at the time he&#8217;d been in a Virginia jail for car theft. Detectives confronted Toole with this information, causing him to admit that he had lied. He subsequently changed his story, and told detectives that he alone had abducted and killed the boy. Hollywood Police Department announced a few days later, that they had their man.</p>
<p>Toole claimed that after he abducted Adam, that he locked the windows and doors, then drove 10 minutes on Hollywood Blvd to the turnpike entrance and got on heading north toward Jacksonville.</p>
<p>Adam became restless and started yelling, and so Toole said he pulled off the turnpike and choked the boy to knock him out. He found a wooded area where he could pull his car off the turnpike, and it was there he decapitated the boy and threw the head in a canal a short distance from where he buried Adam’s body.</p>
<h3>Toole recants.</h3>
<p>An extensive search of the wooded area where Toole said he had buried Adam&#8217;s body, turned up nothing. Then, Toole&#8217;s story started to change. On January 6, 1984, three months after his initial confession, Toole recanted by telling detectives that he did not kill Adam Walsh.</p>
<p>Since Toole had recanted his confession, someone threw out the carpet samples taken from Toole&#8217;s 1971 Cadillac, and the vehicle was subsequently sold to a used car lot and scrapped as junk. With all evidence now gone, there is no longer the opportunity to conduct DNA testing of the carpet samples.</p>
<h3>Toole&#8217;s death.</h3>
<p>September of 1996, Ottis Toole died at Raiford Prison. Hollywood Police had lost their opportunity to conduct a final interview in an attempt to obtain a death bed confession.</p>
<h3>Toole&#8217;s deathbed confession.</h3>
<p>All was said to be lost until Tuesday’s news conference. Toole&#8217;s niece told the boy&#8217;s father, John Walsh, her uncle gave her a deathbed confession admitting he abducted and murdered Adam.</p>
<p>John Walsh said his son&#8217;s case shows why parents should never give up hope. He said police recently reviewed evidence in the case to come to the conclusion that Toole was the killer. Walsh said he never had any doubt that Toole was the murderer, even though it took decades to confirm.</p>
<p>&#8220;For us it ends here,&#8221; Walsh said.</p>

The Commerce Department reported an 18.9 percent drop in new home construction in November, the largest drop since March of 1984, while the Labor Department said consumer prices sank by 1.7 percent. The auto industry reported a 2.8 percent fall in auto sales. Auto makers reported that November was their worst sales month in more than 26 years.</p>
<h3>Why is the Fed lowering rates?</h3>
<p>While lower consumer prices might seem like a good thing, it does have an overall negative effect on the economy. Lower prices result in less profit for companies, causing companies to cut back on production and jobs. The Fed hopes to combat this negative effect by lowering rates.</p>
<p>Many economists predict the Fed will cut the funds rate in half, lowering it to just 0.50 percent. A few others think the Fed could lower rates by an astounding three-quarters percentage point or more. If that larger cut occurs, it would be the lowest on record since 1954. With the Fed&#8217;s key rate dropping ever closer to zero, the central bank is moving into uncharted territory.</p>
<p>According to Richard Yamarone, an economist at Argus Research, “The message is simply the Fed stands ready to do everything in its power to stop the economy’s free fall.”</p>

<p>The gloomy job forecast is a reality as the economy has shed nearly 2 million jobs, since the start of the recession, and analysts predict another 3 million more jobs will be lost between now and the spring of 2010. In November alone, employers slashed 533,000 jobs driving unemployment rates up to 6.7 percent, a 15-year high. The Labor Department reported that jobless claims are at the highest level in 26 years. The Fed’s move had a positive impact on Wall Street as the Dow Jones industrial average closed up just under 360. <p>This announcement came after the government-controlled mortgage finance company came under pressure from a legal-aid group that threatened to file suit over recent evictions in Connecticut.</p>
<p>In late November, both Fannie Mae and Freddie Mac pledged that they would suspend tenant evictions temporarily during the year-end holidays. However, New Haven Legal Assistance said that despite the pledge, Fannie Mae had proceeded with more than a dozen new eviction cases in Connecticut. The advocacy group said the evictions would violate legislation passed earlier this year &#8211; to rescue the two mortgage finance giants &#8211; that required them &#8220;to permit bona fide tenants who are current on their rent to remain in their homes under the terms of their lease&#8221;. This would keep people from turning desperately toward <strong>payday loans</strong>.</p>
<p>Fannie Mae now plans to act as a type of landlord, or property management Company. They intend to sign new leases with renters living in foreclosed properties owned by the Company. Freddie Mac has not announced a similar pledge or policy reversal however a spokesperson said they are &#8220;currently evaluating additional actions.&#8221;</p>
<h3>Thousands affected by foreclosure.</h3>
<p>With regards to landlord foreclosures, last year a New York University conducted a study and concluded that at least 15,000 New York renter households had been affected by foreclosure. It is safe to say that the number of foreclosures has increased since that study was conducted.  So have the number of people taking out <strong>payday loans</strong>. In response to these landlord foreclosures, a group of Harvard University students have been going door to door in the Boston area and notifying tenants of their rights in an eviction. She tells the Journal that one day, “A guy came by from Fannie Mae offering me cash for keys,” she said, referring to his offer of $1,000 for her to leave the property. I would have taken it but it just wasn’t enough,” she said.</p>
<h3>Attorney&#8217;s advise homeowners to stay put.</h3>
<p>Scared, confused and low on <strong>extra cash</strong>, she may have thought of turning to <strong>payday loans</strong> but instead turned to her local legal aid office, New Haven Legal Assistance, where attorney Amy Marx told her to stay put and go through the court system, which would give her the maximum time under law to look for a new place.  &#8220;We have seen the devastating impacts of Fannie Mae offering cash for keys to tenants and evicting most of the rest,&#8221; attorney Amy Marx of New Haven Legal Assistance, said. &#8220;We eagerly await the implementation of the new policies.&#8221; The Wall Street Journal reports that Fannie Mae could not be reached for comment.</p>

Thursday the Labor Department stated that unemployment applications for jobless benefits rose to 573,000 for the week ending December 6th. I asked if I could negotiate a lower interest rate, and she refused.</p>
<p><strong>Who is Really in Control of my Finances?</strong></p>
